Search the internet for a life insurance company in that country. Or see if one in your area will cover somone in another country. They will take money off anyone.

You find an agent in his country to sell it. They'll have to do the exam there, anyway.

If he also doesn't own a business in the US or have at least $250k invested in the US, he'll have to get it in his country. Otherwise, there are US companies who could cover him.
